This is conceptualised as a learning process through exchange of elected representatives. Under this scheme our representatives would be sent to legislative institutions elsewhere and, in turn, delegations from such institutions (for instance, Union Parliament, States Assemblies, and even from other countries, especially from the Third World having democratic political systems) would be encouraged to visit our legislature. This would help representatives to interact with each other, learn from mutual experience, and foster a sense of comradeship.
